The Chartered Institute of Procurement and Supply (CIPS) signs Memorandum of
Understanding with Lagos State Government
The Chartered Institute of Procurement and Supply (CIPS) signs Memorandum of
Understanding with Lagos State Government to support enhancement of Lagos State’s
procurement capability and practices.
Lagos, Nigeria, 11 December 2025, CIPS, a leading global membership body for
procurement and supply professionals, has signed a landmark Memorandum of
Understanding (MoU) with the Lagos State Government through the State Public
Procurement Agency (LSPPA) to support enhancement of Lagos State’s procurement
capability and practices.
The partnership underscores a shared commitment to advancing efficient, and ethical
procurement systems that deliver long-term value for citizens and improve service
delivery across government ministries, departments, and agencies (MDAs).
Speaking at the signing ceremony, the CIPS Country Director for Nigeria, Chukwudi
Uche, stated:
“This collaboration reflects CIPS mission to strengthen procurement capability at all
levels of governance. By working closely with Lagos State, CIPS aims aims to use
procurement and supply as a force for good to support Lagos State in her ambition
for aggressive infrastructure build-out with expanded social services, economic
growth, governance strengthening, and inclusive welfare.
The MoU provides a framework for cooperation in several key areas, including:
- Capacity building and professional development for procurement officers across
Lagos State MDAs - Trusted advisory support on global best practices, standards, and policy
reforms - Joint training initiatives to strengthen ethics, transparency, and due diligence
- Ensuring that Lagos State’s procurement professional standards, skills and
competency framework and accreditation routes remain fit for purpose - Pursuing new projects or initiatives of mutual interest to both parties such as
donor funded projects that may be beneficial to the procurement professionals
and communities in Lagos.
The Lagos State PPA Director General, Mr. Fatai Idowu Onafowote, welcomed the
partnership, noting:
“Lagos State is committed to continuous reform and capacity enhancement in public
procurement. Partnering with CIPS enables Lagos State to align with global
standards while equipping our personnel with the skills and tools required for
effective, transparent, and citizen-focused procurement practices.”
The signing of the MoU reinforces Lagos State’s ongoing procurement reform journey
and aligns with broader national efforts to promote accountability, cost optimization,
and improved public-sector performance.

About Lagos State PPA
The Lagos State Public Procurement Agency (the Agency) was established on the
2nd of April, 2012 under the Lagos State Public procurement Law, 2011 (the Law).
The objectives of the Agency are to ensure probity, accountability and transparency
in Public Procurement throughout Lagos State. The Agency is therefore charged with
the responsibility of formulating Policies and guidelines relating to Procurement in
Lagos State as well as certifying all Procurements prior to, during, and after the
awards of Contract. Its scope of operation includes the State Government, Local
Government Councils/Development Authority and all procuring entities in the State.
