LAGOS DG CALLS FOR REFORM OF PUBLIC ASSET DISPOSAL FRAMEWORK AT ROLAC RETREAT

The Director-General of the Lagos State Public Procurement Agency (PPA), Mr. Fatai Idowu Onafowote, has called for a comprehensive reform of the state’s public asset disposal framework to enhance transparency, accountability, and alignment with global best practices.

He made this call while delivering an address at a strategic retreat organized by the Rule of Law and Anti-Corruption (ROLAC) Programme, held at the Golden Tulip Hotel, Festac, Lagos. The retreat focused on reviewing the Guidelines for the Disposal of Public Assets in Lagos State.

In his remarks, Mr. Onafowote commended ROLAC, the European Union, and the International Institute for Democracy and Electoral Assistance (IDEA) for their sustained efforts in promoting good governance and institutional strengthening across Nigeria. He emphasized the importance of managing public assets in a way that fosters public trust and ensures fiscal responsibility.

“Disposal of public assets is not merely a technical function,” he stated. “It is a governance issue that directly impacts the credibility of our procurement processes.”

The Director-General noted that while Lagos has established foundational guidelines for asset disposal, the changing landscape including technological advancements and evolving operational needs necessitates a thorough review of existing procedures.

“The current framework must be realigned to reflect present-day realities and international standards,” he added. “This retreat is a timely and strategic step toward simplifying processes, closing gaps, and improving institutional effectiveness.”

Mr. Onafowote reiterated the Lagos State Government’s commitment, under the leadership of Governor Babajide Sanwo-Olu, to reforms that ensure value for money, reduce asset misappropriation, and strengthen accountability in the public sector. He stressed the importance of stakeholder collaboration—including civil society actors, procurement professionals, legal experts, and development partners—in developing revised guidelines that are both practical and durable.

“The integrity of our institutions is measured not just by how we acquire assets, but also by how we dispose of them,” he concluded. “Lagos State is ready to lead by example.”

In his remarks, ROLAC representative Mr. Samson Nduleme expressed the organization’s commitment to supporting federal and state government initiatives aimed at justice reform and rebuilding public confidence in governance. He acknowledged that Lagos State has numerous assets requiring disposal and affirmed ROLAC’s trust in the capacity of the Public Procurement Agency to handle the process effectively.

“That is why we are working closely with the Agency to review the guidelines for disposing of government assets in a way that earns public trust,” he said.

Mr. Nduleme emphasized that ROLAC’s support for government programs is driven by the goal of fostering transformation that will encourage citizens to trust their leaders and institutions. “We hope that at the end of this session, we will build lasting confidence not only in Lagos State but also inspire similar reforms in other states. Transparency in asset disposal is key to restoring public trust in government.”

The event brought together representatives from ministries, departments, and agencies (MDAs), civil society organizations, and the private sector, all of whom are expected to contribute to drafting updated disposal guidelines as part of broader efforts to promote good governance and curb corruption in public administration.
